研究目的:明确土地信息学核心研究内容和学科地位,系统总结1980—2017年中国土地信息学研究的重要进展,划分土地信息学发展的主要阶段及各个阶段重要成果,指出土地信息学未来研究的方向和重点。研究方法:理论归纳法和文献计量法。研究结果:土地信息学是以权籍为核心、土地信息为对象,研究土地信息获取、分析、处理、存储与表达的理论、方法与技术的一门学科,服务于土地调查、评价、规划、利用、整治和保护等信息共享与决策支持。中国土地信息学发展可划分为起步阶段(1980—1995年)、关键技术应用阶段(1996—2006年)与稳步加速发展阶段(2007—2017年)三个阶段。研究结论:未来土地信息学应树立大权籍观,围绕权籍信息采集、管理、分析、表达、安全、标准等问题,研究快速、高效、精准的多元土地信息获取技术;研究土地信息的标准化、安全组织、数据交换和共享管理机制和技术;开展土地信息数据的深度挖掘分析、综合表达、集成应用技术,以及大数据、云计算、人工智能在土地信息学中的应用技术等。  相似文献

To achieve sustainable development, companies are increasingly putting an emphasis on the creation and the promotion of environmentally sustainable innovations. Environmentally sustainable innovation often involves a significant shift in a new strategic direction. This paper studies this shift from a dynamic capabilities perspective and aims to identify the microfoundations of science‐based companies' dynamic capabilities for high‐tech environmentally sustainable innovations. It investigates the development of high‐tech environmentally sustainable innovations in two distinctive science‐based companies. To scholars, this study provides an in‐depth process analysis, over time, of how and why microfoundations of dynamic capabilities influence the development of a science‐based company's high‐tech environmentally sustainable innovations. To practitioners in science‐based firms, this process study can function as a frame of reference, enabling the tailoring of a strategy for high‐tech environmentally sustainable innovation.  相似文献

As a method of investigating complex socially relevant phenomena, transdisciplinary research (TDR) is gaining increasing centrality as a model of knowledge production. However, it is being discouraged by a scientific reward system based on disciplinary logic. The disincentive is even stronger for junior scholars who should be developing the capabilities necessary for achieving long-term scientific excellence.Building on theories of the coordination of scientific communities and using the case of a research center of Kyoto University investigating the boundary between cell and material sciences, we aim to disentangle the interplay between institutional incentives and intrinsic motivation in the prioritization of TDR over monodisciplinary research.We find that, despite strong interest in TDR among scientists and the center's mission to promote this orientation, only a minority of scientists prioritize this approach. Choice of research strategy is associated with its perceived benefits for idea generation, publication opportunities, intellectual effort required, the costs of team coordination, and satisfaction with organizational resources. Furthermore, the propensity to prioritize TDR drops among scientists beginning their careers.Therefore, we recommend the development of evaluation schemes grounded in activity-based measures and the granting of permanent positions to scientists pursuing TDR.  相似文献

Transdisciplinary research is often promoted as a mode of knowledge production that is effective in addressing and solving current sustainability challenges. This effectiveness stems from its closeness to practice-based/situated expertise and real-life problem contexts. This article presents and tests one approach within transdisciplinary research, which specifically focuses on increasing the participation of actors from outside of academic in knowledge production processes, called transdisciplinary (TD) co-production. The framework for TD co-production focused on five focal areas (inclusion, collaboration, integration, usability, and reflexivity) in three research phases (Formulate, Generate, Evaluate). This paper tests and evaluates the use of this framework in five research projects. The results discuss how the focal areas and research phases dealt with many crucial issues in transdisciplinary knowledge production. They stimulated a high level of stakeholder participation and commitment to the research processes, and promoted knowledge integration and reflexive learning across diverse sectors and disciplines. The approach, however, came up against a number of practical barriers stemming primarily from institutional, organizational and cognitive differences of the participating organizations. While TD co-production increased the usability of the results in terms of their relevance and accessibility, it paradoxically did not ensure their anchoring in respective institutional and political contexts where societal change occurs.  相似文献

Using of the results of survey questionnaires distributed to climate scientists who focus on the German Baltic coast, regional political decision makers on the German Baltic coast and weather observations from the same region, this paper assesses the existence of developing climate-change lore and the implications for the role of climate science in the science–policy interface. The Oxford Dictionary (1993) provides one definition of lore as ‘A doctrine, a precept; a creed, a religion.’ This is the definition adopted for this paper. The paper concludes that the discrepancies among weather observations, scientific assessments and decision makers’ perceptions suggest that climate-change lore exists, or is coming into existence. The paper then discusses the implications for the science–policy interface and suggests that given current trajectories, science could come to play a secondary role to climate-change lore in regional political decision making concerning climate change. To the truth-to-power model of the science–policy interface and the tenets of post-normal science, three additional possibly evolving science–policy configurations (as pertaining to the climate change issue) are offered.  相似文献

Complexity science is increasingly cited as an essential component of a Futures Studies (FS) capable of assisting with the wide-ranging and complex societal problems of the 21st century. Yet, the exact implications of complexity science for FS remain somewhat opaque. This paper explicitly sets out the challenges for FS that arise from six complexity science concepts: (1) irreversibility of time (2) path dependence 3) sensitivity to initial conditions (4) emergence and systemness (5) attractor states (6) complex causation. The discussion highlights the implications of these challenges for FS tools such as horizon scanning and weak signals, and sets out the benefits of overcoming the challenges to create an explicitly complexity-orientated FS. The discussion concludes with a set of questions summarising the challenge for FS from complexity science with the aim of stimulating a discussion as to how they can be met. The concluding remarks make some initial suggestions in this regard.  相似文献

Despite the significant effect that invasive species have on natural values, the number and extent of invasions continue to rise globally. At least three dominant reasons explain why policy development and implementation can fail: differences in managers’ mental models of invasive species management; cross-agency responsibility; and poor planning and management (i.e., planning–implementation gap). We used a case study of cross-agency management of gamba grass (Andropogon gayanus) in Australia to explore the differences in organizational staffs’ mental models of management. The gamba grass invasion in northern Australia is continuing to expand and associated effects are increasing; coordinated action across agencies is needed to manage the expansion. Our aim was to examine how staff would represent their mental models as a diagram that we could compare between individuals and groups. We used cognitive mapping techniques to elicit models of 15 individuals from across 5 organizations, represented as an influence diagram, which shows the interrelationships that define a system. We compiled the individual influence diagrams to create a team model of management that captures the common connections across participants’ diagrams. The team model revealed that education, science, legislation, enforcement and property management plans were perceived to be the most important management tools to control or eradicate gamba grass. The Weed Management Branch was perceived to have the most central role in gamba grass management, while other organizations were perceived to have specific roles according to their core business. Significant positive correlations (i.e., shared perceptions) were observed across half of the participants, indicating that the some participants have shared models that could be used as a starting point for discussing the team model, clarifying roles and responsibilities, and potentially building consensus around a shared model. Dominant opportunities for improvement identified by participants were better use of management tools, namely education and enforcement, better coordination and collaboration between agencies and increased resourcing. Our research demonstrates the value and validity of using influence diagrams to explore managers’ mental models and to create a team model that could serve as a starting point for improved cross-agency natural resource management.  相似文献
